You can always take that skill on an off character, as those skills require little or no attribution to be effective, but the point still stands you need them exact skills.

DoA doesn't require skills, but all Anet did with it is crank up the numbers and made mobs stupid large so it's near impossible unless you're abusing the AI (TanknSpank) or abusing PvE-only skills. (Balanced with Imbagon, only doable in NM and Ursan.)

Odd did it with only tank and 2 monks and eles without those so called OP skills. It is doable without them however it wont be ur everyday PUGS that do it.
